Guest students' role and course visibility

Guest students are added to courses using the Observer role (more on course user roles).

Published courses are visible to those with the Observer role on the term start date. The term start date for [2210] is 1 August 2022.

In contrast, students in courses will be able to view published courses at an earlier date, the course start date. The default course start date for [2210] is 18 July 2022. The default course start date can be edited by the course instructors.
